Placing traffic cones on the top of statues was a "thing to do" in Glasgow. It started as a late-night drunken prank in the 1980s on the Duke of Wellington statue outside the Gallery of Modern Art. The Glasgow City Council removed the cone, but locals kept placing a new one back up. When officials threatened strict fines or considered redesigning the base to stop the practice, public outcry and petitions forced the council to drop the measures.
